Roederer Correctional Complex


To protect the citizens of the Commonwealth and to provide a safe, secure and humane environment for staff and offenders in carrying out the mandates of the legislative and judicial processes; and, to provide opportunities for offenders to acquire skills which facilitate non-criminal behavior.

 Inmate Programs

Substance Abuse Program  

The Substance Abuse Program at RCC opened July 6, 2004.  This program is unique and is the first to offer:

    • Strong volunteer and mentoring component
    • Strong aftercare initiative and placement
    • Strong emphasis on community service projects
    • Security staff involved in treatment component
    • Treatment staff involved in security component 

The Substance Abuse Program goals are to:

    • Provide intensive in-patient treatment for clients with substance abuse problems.
    • Utilize mentors to assist in resume writing, job search, job application, interviewing, clothing and housing.
    • Assist with aftercare placement and treatment.

Reducing Recidivism  

GED/College/Academic Programs

    • Reduces the relationship between criminal behavior and illiteracy.
    • Increases likelihood and quality of post-release employability.
    • Increases earning capacity.
    • Teaches responsible work and study skills.


    • Offers Diploma in Grounds Keeper (requires 1,185 hours to complete)
    • Offers Diploma in Horticulture Technician (requires 2,085 hours to complete)
    • Provides skills and work ethics, and confidence to seek and retain gainful employment.
    • Increases earning capacity.

Pre-Release Program  

    • Prepares inmates for release while incarcerated.
    • Assists inmates in readjusting to society.
    • Educates inmates in the area of community resources such as employment services, social security, Red Cross, Salvation Army, etc.
    • Addresses self-esteem, anger management, and communication.
    • Teaches work ethics and employment preparation.
    • Assists in resume writing, personal grooming, job search job application, interviewing, how to maintain employment, etc.
