Eastern Kentucky Correctional Complex


To protect the citizens of the Commonwealth and to provide a safe, secure and humane environment for staff and offenders in carrying out the mandates of the legislative and judicial processes; and, to provide opportunities for offenders to acquire skills which facilitate non-criminal behavior.

 Deputy Warden Michael McKinney

McKinney began his career with the Department of Corrections in May 2001 as a fiscal officer at Blackburn Correctional Complex. While there he also worked with the Department of Corrections Central Office budget director on developing the agency's six-year capital construction plan. He went on to work as fiscal manager at Little Sandy Correctional Complex at its inception in 2005 and EKCC starting in 2013. He has worked 20 years within Kentucky state government, holding positions for both the Department of Corrections and the Department of Parks in financial and administrative roles.

In addition to his assigned duties, McKinney has also served as a public information officer, hostage negotiation team member, and PREA coordinator. He has been very involved in the creation of EKCC's Leadership Program and actively participates in local job fairs and recruitment for the institution.

McKinney is a 2015-16 graduate of the Commissioner's Executive Leadership Program.
