VINE - Victim Information and Notification Everyday

VINE is an automated notification system that alerts victims about changes in the custody status of an offender. The system includes data from county jails, prisons, mental health facilities and juvenile detention centers. VINE will alert you by phone and/or e-mail when an offender is released, transferred from a county jail, escapes, or has an upcoming parole hearing. To access VINE call 1-800-511-1670 or visit

Q: Is every offender's photo available in KOOL?

A: Most are, but there is no guarantee. It can take several days after in-processing at an institution before the photo is available in KOOL.

Q: How do I view offender photos in KOOL?

A: When the results page is displayed, offenders with a photo are indicated by a camera icon. Click on the name of the offender to view the full record, including the picture if available.

Q: How often are offender photos updated in KOOL?

A: Photos are updated by the institutions at least annually, or whenever a significant change in appearance takes place.

Q: Is it possible to send email to inmates?

A: No. Inmates in Kentucky institutions do not have access to the internet.

Q: I tried entering as much information as possible in the search page, but I keep getting the no results found message. Why?

A: The more information you enter the greater the chance of error. If one piece of information is incorrect the search will yield no results. For best results, first enter only the last name and first initial. If too many results are returned add more search criteria as needed.

Q: Who would I contact regarding consideration of an incarcerated offender for parole?

A: Prisoners who have served enough time to be eligible for parole are automatically brought before the Parole Board. There is no need to make a request for such consideration. If you would like to supply the Board with information about an offender send it to:

Q: How would I look up someone who might have been incarcerated years ago?

Q: I found the person I was looking for , but it only lists 10 convictions. How can I see the other convictions?

A: KOOL only lists the last 10 convictions. For additional information you must contact the following address:

Q: How often is the information on the website updated?

A: The data in KOOL is updated 4 times each day. The structure and design of the site itself is updated as needed.
