Mission
The mission of the Frankfort Career Development Center is to promote safety for the citizens of the Commonwealth by operating an efficient, adult male, minimum security institution.
The institution's main purpose shall be to provide a safe, secure, humane environment for the population, as well as to provide an atmosphere and opportunities for a successful reintegration back into society. This purpose is accomplished through the use of objective classification, education, employment training, and social programs.

- Prisons Receive Perfect Scores in National Re-Accreditation Audits
Monday, July 28, 2008 Frankfort, Ky. (July 25, 2008) – Blackburn Correctional Complex (BCC) and Frankfort Career and Development Center (FCDC) received perfect scores during their re-accreditation process this week with the American Correctional Association (ACA). Both prisons received a score of 100% on non-mandatory and mandatory standards.

Monday, July 07, 2008 Frankfort, Ky. (July 3, 2008) – Kentucky Department of Corrections Deputy Commissioner Al Parke today announced the promotion of Robert Howerton to warden of Blackburn Correctional Complex in Lexington. He begins his new job on July 16.
