To protect the citizens of the Commonwealth and to provide a safe, secure and humane environment for staff and offenders in carrying out the mandates of the legislative and judicial processes; and, to provide opportunities for offenders to acquire skills which facilitate non-criminal behavior.

 About OCCC 

Otter Creek Correctional CenterOtter Creek Correctional Center is located in the town of Wheelwright, Kentucky; with a population of 1,029 Wheelwright is a historic coal mining town. Its rural beauty is offset by its remoteness, the nearest large city being an hour's drive from Wheelwright. After the consolidation of two local high schools, the CCA facility is now by far the largest employer in the town.

Owned and managed by CCA since 1998, the 656-bed Otter Creek Correctional Center has been housing female inmates for Kentucky since 2005. The facility previously housed male inmates for both Kentucky and Indiana. Otter Creek is nationally accredited by the American Correctional Association (ACA). OCCC provides a wide range of rehabilitation programs and services intended to reduce the likelihood of inmates reoffending after release.
