Luther Luckett Correctional Complex


To protect the citizens of the Commonwealth and to provide a safe, secure and humane environment for staff and offenders in carrying out the mandates of the legislative and judicial processes; and, to provide opportunities for offenders to acquire skills which facilitate non-criminal behavior.

Picture of Deputy Warden BramblettPhil Bramblett’s transfer as Deputy Warden to Luther Luckett Correctional Complex in October 2009 allowed him to return to the institution where he began his Corrections career over 23 years ago.

After starting his career at LLCC in 1986, Bramblett was soon promoted to Correctional Sergeant and in 1992 was promoted to Correctional Lieutenant.

In 1994 he was promoted again, this time to Correctional Captain and he was heavily involved in the opening of the Green River Correctional Complex.  He wrote Post Orders, Policies and Procedures, and the Emergency Procedures for the new facility. He was promoted to Correctional Unit Administrator II at Roederer Correctional Complex in 1998 where he also served as the Commander of the CERT Team.

In 2005 he was promoted to Deputy Warden at the new Little Sandy Correctional Complex where he was once again heavily involved in opening a new facility.

In 2007 he transferred to his current position as Deputy Warden of Security at Eastern Kentucky Correctional Complex.

His interests include coin collecting, physical fitness training, hunting and fishing, competitive shooting and woodworking. He is also a licensed gunsmith. Bramblett is Past President of FOP – Lodge 53 and an active member of KCCD.
