Mission

The primary emphasis is on security and control, the main program is to assist inmates in progressing to a community service center and/or return to the community as citizens after positive behavior, program participation and work performance has been demonstrated.  Accountability for voluntary program opportunities include academic and vocational education, substance abuse programs, recreation and club activities, religious and counseling programs.

  • Prisons Receive Perfect Scores in National Re-Accreditation Audits

    Frankfort, Ky. (July 25, 2008) – Blackburn Correctional Complex (BCC) and Frankfort Career and Development Center (FCDC) received perfect scores during their re-accreditation process this week with the American Correctional Association (ACA). Both prisons received a score of 100% on non-mandatory and mandatory standards.
  • Robert Howerton Promoted to Warden at Blackburn Correctional Complex

    Frankfort, Ky. (July 3, 2008) – Kentucky Department of Corrections Deputy Commissioner Al Parke today announced the promotion of Robert Howerton to warden of Blackburn Correctional Complex in Lexington. He begins his new job on July 16.
